Increases funding for the Iran Internet Freedom Grant Program from $15 million annually (FY2025-2026) to $20 million annually for fiscal years 2027-2030

Creates a joint interagency working group to develop technologies countering internet shutdowns, including low-earth orbit satellite infrastructure, mesh networking, VPNs, and portable communication systems

Requires the President to determine within 120 days whether foreign persons have provided material support for Iranian human rights abuses, censorship technology, or surveillance tools upon congressional request

Establishes cybersecurity training programs for Iranian journalists, human rights defenders, and civil society actors, including provision of VPN services, encrypted messaging applications, and multilingual educational materials about regime-controlled applications
