Secretary of Transportation must partner with a university-based transportation research institute to develop and maintain a national infrastructure intelligence tool for identifying, analyzing, and mitigating traffic congestion

Tool will integrate federal, state, local, and private data sources including speed data, vehicle origin-destination information, crash data, asset conditions, commodity data, and truck parking supply/demand

Intended users include the Department of Transportation, state and local transportation agencies, metropolitan planning organizations, and regional planning agencies

$50,000,000 authorized from the Highway Trust Fund to implement the program, with funds available for 5 fiscal years

Tool must be updated at least annually and Secretary must consult with state DOTs and transportation advocacy organizations during development
