Amends Section 1833(t)(1)(B) of the Social Security Act to allow certain off-campus hospital outpatient departments to receive Medicare payments under the hospital outpatient prospective payment system (OPPS) beginning in 2027

Applies only to services furnished by physician specialties where the total amount paid under the physician fee schedule for all services by that specialty in the previous year was less than $2,000,000

Reverses, for qualifying low-volume specialties, the site-neutral payment policy that excluded off-campus provider-based departments from higher OPPS reimbursement rates

Introduced February 25, 2026 by Senators Hoeven (R-ND) and Klobuchar (D-MN) with bipartisan sponsorship and referred to the Senate Finance Committee
