Reauthorizes the National Integrated Drought Information System (NIDIS) through fiscal year 2030 with appropriations of $15 million in FY2026, increasing annually to $17 million in FY2030

Adds flash drought research and tools to enhance timely response capabilities to the system's requirements

Requires deployment of next-generation technologies including artificial intelligence, machine learning, and cloud technologies for drought monitoring, preparedness, and forecasting

Directs the Under Secretary to develop a plan within 1 year to incorporate existing NOAA drought products and improved forecast modeling tools into probabilistic forecasts

Mandates partnership with the National Mesonet Program to establish memoranda of understanding for coordinated, high-quality data and addresses data gaps including snowpack monitoring, soil moisture monitoring, and groundwater data
