Requires the Secretary of Agriculture, in consultation with the U.S. Trade Representative, to submit an annual report to Congress on the competitiveness of U.S. specialty crop exports

Report must identify and analyze foreign country acts, policies, or practices that create significant barriers to U.S. specialty crop exports, including tariffs, quotas, technical barriers to trade, sanitary and phytosanitary measures, and subsidies

Report must estimate the economic impact of identified trade barriers and calculate the value of additional specialty crops that could have been exported if those barriers did not exist

Report must include information on executive branch actions taken or planned to eliminate trade barriers, including Section 301 actions, foreign government negotiations, and World Trade Organization dispute settlement efforts

Before preparing the report, the Secretary must seek public comment and input from the Agricultural Technical Advisory Committee for Trade in Fruits and Vegetables, with the unclassified portion made publicly available in machine-readable format
