Amends the Weather Research and Forecasting Innovation Act of 2017 to require NOAA to maintain a hurricane forecasting improvement program in collaboration with the weather industry and academic partners

Establishes program goals focused on improving prediction of rapid intensity changes, hurricane paths, inland flooding, compound flooding, and storm surges, while incorporating social and behavioral sciences into risk communication

Directs the Under Secretary to award research grants implementing NOAA's 2019 Hurricane Forecast Improvement Program priorities and to expand computational resources including cloud computing for higher resolution hurricane modeling

Requires annual reports to Congress through 2029 detailing missed mission requirements for National Hurricane and Winter Season Operations Plans, workforce shortfalls, and summaries of hurricane technology under development

Authorizes evaluation of innovative observation methods including acoustic measurements, novel sensors, uncrewed systems, and instruments hosted on commercial aircraft, vessels, and satellites
