Requires Urban Areas Security Initiative (UASI) grant applicants to allocate at least 30% of total awards across five National Priority Areas: cybersecurity, soft target protection, Homeland Security Task Forces/Fusion Centers, election security, and border crisis response

Mandates minimum spending of 3% on election security and 10% on border crisis response and enforcement activities, including participation in the 287(g) program that authorizes local officers to perform immigration enforcement functions

Border enforcement funding must support ICE detainer cooperation, law enforcement immigration training, information-sharing platforms with ICE, screening technology, and joint training exercises with ICE

Establishes penalties for noncompliance including denial of grant eligibility, holds on up to 30% of awards, award termination, or debarment from future grants

Applies to all UASI grants awarded for fiscal year 2027 and thereafter; amends Section 2008 of the Homeland Security Act of 2002
