Exempts traditional large and premium cigars from FDA tobacco product regulations under the Federal Food, Drug, and Cosmetic Act, except for the prohibition on sales to minors under section 907(d)(3)

Defines qualifying cigars as those wrapped in 100% leaf tobacco, bunched with 100% tobacco filler, containing no filter or non-tobacco mouthpiece, and weighing at least 6 pounds per 1,000 count

Requires qualifying cigars to be either hand-rolled with 100% leaf tobacco binder, or made using human hands with a single machine for bunching, wrapping, and capping

Excludes traditional large and premium cigars from FDA tobacco user fee assessments

Prohibits the FDA Secretary from promulgating any regulations involving traditional large and premium cigars
