Amends the Department of Defense Transition Assistance Program (TAP) to add a standardized presentation promoting VA benefits to separating service members during preseparation counseling

Authorizes representatives from veterans service organizations (VSOs) recognized under title 38 to participate in delivering these presentations, where available

Requires the presentation to be reviewed and approved by the Secretary of Veterans Affairs in collaboration with VSOs, and submitted to congressional Veterans' Affairs committees at least 90 days before implementation

Limits presentations to one hour maximum and prohibits encouraging members to join any particular veterans service organization

Mandates annual reports to Congress identifying participating VSOs, the number of service members who attended presentations, and any Secretary recommendations for changes
