Reauthorizes NOAA's Chesapeake Bay Office and designates it as NOAA's primary representative in the Chesapeake Bay watershed, headed by a Director with knowledge and experience in Chesapeake Bay research or resource management

Establishes programs for integrated coastal observations, including the Chesapeake Bay Interpretive Buoy System to improve weather and ecological forecasts, monitor habitat conditions, and support the Captain John Smith Chesapeake National Historic Trail

Creates a Chesapeake Bay watershed education and training program with grant authority for classroom education, professional teacher development, career pathway internships, and environmental education capacity building for school districts

Authorizes a Coastal Living Resources Management and Habitat Program to support native oyster restoration, fish and shellfish aquaculture, submerged aquatic vegetation restoration, and research on species including blue crabs, striped bass, and menhaden

Requires biennial reports to Congress on Office activities and progress in protecting and restoring Chesapeake Bay living resources and habitat, including 2-year action plans with recommended research and monitoring activities
