Requires the Secretary of Commerce to establish a process allowing U.S. entities to request exclusions from tariffs on products used in home construction, including building materials and inputs for manufacturing such products

Mandates automatic exclusion for "critical homebuilding products" listed under approximately 400 specific Harmonized Tariff Schedule codes covering lumber, cement, tiles, plywood, drywall, fixtures, and other construction materials

Requires adjudication of exclusion requests within 15 days for critical homebuilding products and 60 days for other covered articles, with results published online within 15 days of each decision

Applies retroactively to entries made after enactment, allowing refunds (without interest) within 90 days for duties paid on articles later granted exclusions, with requests filed within 180 days of exclusion issuance

Defines "covered duty" as any tariff exceeding rates in effect on January 19, 2025, excluding antidumping/countervailing duties and Section 201 safeguard duties, and requires quarterly reports to Congress on all exclusion requests
