Transfers authority to suspend or restrict entry of classes of aliens from the President alone to requiring determination by the Secretary of State in consultation with the Secretary of Homeland Security, based on specific and credible facts related to security, public safety, human rights, or international stability

Expands nondiscrimination protections in immigration law to cover nonimmigrant visas, admission, and other immigration benefits, and adds "religion" as a protected category alongside race, sex, nationality, and place of birth

Requires any entry suspension or restriction to be narrowly tailored using least restrictive means, specify duration, consider waivers with presumption favoring family-based and humanitarian cases, and mandates congressional notification within 48 hours or the restriction automatically terminates

Creates judicial review mechanism allowing individuals or entities harmed by violations to file suit in federal district court, including class actions, for declaratory or injunctive relief

Mandates reports to Congress within 90 days on implementation of previous travel ban proclamations (9645, 9822, 9983) and Executive Orders 13769, 13780, and 13815, with ongoing 30-day reporting requirements for any future entry restrictions
