Appropriates funds from the Treasury to ensure TSA employees receive standard pay, allowances, pay differentials, and benefits during the appropriations lapse beginning February 14, 2026

Prohibits double-payment by barring use of these funds for any employee already receiving compensation through other appropriations during the same period

Requires expenditures to be charged against future appropriations once a relevant funding act is enacted into law

Terminates funding authority upon enactment of a new appropriation covering TSA purposes, passage of an appropriations act without such funding, or September 30, 2026—whichever occurs first

Takes effect retroactively as of February 13, 2026, to cover the gap from the start of the appropriations lapse
