Reauthorizes the Delaware River Basin Restoration Program through fiscal year 2030, extending federal support for water quality improvement and habitat restoration projects across the four-state watershed region

Increases the annual authorization of appropriations from $5 million to $10 million per year for conservation grants to state and local governments, nonprofits, and academic institutions

Expands eligible project activities to include climate resilience measures, stormwater management infrastructure, and flood mitigation efforts within the basin

Requires the U.S. Fish and Wildlife Service to coordinate with the Delaware River Basin Commission and submit a report to Congress every two years on program outcomes and funded projects
