Prohibits knowingly possessing a firearm in or within 100 yards of a Federal election site, defined as polling places or ballot processing/counting locations for Federal elections

Establishes a penalty of up to 1 year imprisonment and/or fine for basic violations; up to 5 years imprisonment and/or fine if the firearm is possessed with intent to commit a crime

Exempts law enforcement officers on duty, private security guards authorized by building owners, firearms kept in vehicles (if not removed or brandished), and firearms in residences, businesses, or private property within the zone

Applies existing federal murder, manslaughter, and conspiracy statutes to homicides committed during violations or attacks on Federal election sites involving firearms
