Prohibits Cabinet Members from using federal funds to hire political consulting, advertising, or marketing firms if the Cabinet Member, senior political appointees, or special government employees have a financial relationship with or are employed by those firms

Requires Cabinet Members to follow full and open competitive bidding procedures under existing federal acquisition regulations when contracting for official advertisements

Bans Cabinet Members from using official advertisements for the primary purpose of self-promotion

Applies to all Executive Schedule Level I positions and any positions designated by the President as Cabinet-level, as well as senior executive political appointees and Schedule C employees
