Requires federal agencies and all recipients of federal funds (including state/local governments and research grant recipients) to disclose in public documents the percentage and dollar amount of federal funding, plus the percentage and amount from nongovernmental sources

Applies to statements, press releases, requests for proposals, bid solicitations, and other program documents, with an exception for communications of 280 characters or fewer

Mandates that federal fund recipients certify compliance with disclosure requirements as part of their performance progress reporting

Directs the Office of Management and Budget to conduct annual random compliance reviews of public communications and publish the findings

Requires OMB to establish within one year a public mechanism for anonymous reporting of noncompliant communications
