Requires the SBA Administrator to develop an entrepreneurship and inventorship curriculum for SCORE program volunteers to teach disadvantaged youth, including female students, minority students, English learners, children with disabilities, rural students, and low-income students through community learning centers

Directs the SBA to establish partnerships between the SCORE program and community learning centers, with curriculum development involving education specialists, entrepreneurship groups, business groups, and organizations serving underrepresented children

Encourages SCORE volunteers to collaborate with small business development centers, women's business centers, Minority Business Development Agency centers, and the SBA's Growth Accelerator Fund Competition

Mandates biennial reports to Congress beginning 1 year after enactment, documenting partnerships formed, fund usage, student reach estimates, barriers encountered, and curriculum improvement plans

Authorizes $2,500,000 annually for fiscal years 2026 through 2030 to implement the program, with authority to transfer funds directly to the SCORE program
