Adds a Federal public defender or community defender as a second nonvoting member of the United States Sentencing Commission, designated by the Defender Services Office of the Administrative Office of the United States Courts

Increases the total membership of the Sentencing Commission from 9 to 10 members, and nonvoting members from 2 to 3

Amends Section 991(a) of title 28, United States Code, and Section 235(b)(5) of the Sentencing Reform Act of 1984
