Extends congressional review period for D.C. laws from 30 days to 60 days, with the period beginning when the act is transmitted to both the Speaker of the House and President of the Senate

Expands congressional disapproval authority to cover individual provisions of D.C. laws, executive orders issued by the Mayor, and regulations from D.C. executive branch officers

Prohibits the D.C. Council from withdrawing acts already transmitted to Congress and bars transmission of new acts substantially similar to previously disapproved legislation without specific congressional authorization

Eliminates the D.C. Council's ability to extend or renew emergency acts that bypassed initial congressional review through repeated emergency designations

Requires the D.C. Council Chair and Mayor to appear annually before Senate and House oversight committees to report on the state of the District and provide legislative recommendations
