Establishes the "Global News Service" as a new grantee entity under the U.S. Agency for Global Media to curate, translate, and distribute China-related content from Voice of America, Radio Free Asia, and other U.S. international broadcasters

Creates an interagency task force with a presidential-appointed coordinator to oversee censorship circumvention, secure content sharing, and Mandarin Chinese-language content development targeting PRC citizens inside and outside China

Authorizes $25 million annually for fiscal years 2025-2029 to the State Department and $50 million annually to USAGM for internet freedom programs, investigative journalism initiatives, and the Open Technology Fund's circumvention tool development

Directs the Secretary of State to prioritize addressing information space reciprocity imbalances with China through diplomatic engagement, noting that PRC's Ministry of State Security has cancelled 61 U.S. mission public events since November 2023
