Critical skill incentive payments are prohibited for Senior Executive Service employees at VA Central Office (including VHA, VBA, and National Cemetery Administration headquarters), regardless of work location

Non-Central Office senior executives may receive critical skill incentives only on an individual basis with approval from multiple designated officials including Under Secretaries, Assistant Secretaries, and General Counsel

Establishes a Veterans Experience Office within VA, headed by a Chief Veterans Experience Officer who reports directly to the Secretary, responsible for customer experience strategy, collecting veteran satisfaction data, and submitting annual reports to Congress through September 30, 2028

Comptroller General must complete an analysis within 540 days of VA's customer experience methodology, including trust-scores and VSignals surveys, and report findings to congressional Veterans' Affairs committees
