Immigration enforcement actions prohibited within 1,000 feet of sensitive locations including schools, hospitals, churches, courthouses, shelters, polling places, and disaster relief sites, except under exigent circumstances

Exigent circumstances limited to imminent risk of death or violence, hot pursuit of dangerous individuals, direct threats to national security, or pre-approved operations targeting terrorist suspects with written authorization

Officers uncertain about exigent circumstances must immediately cease enforcement and obtain supervisor confirmation before continuing; violations result in exclusion of evidence and potential termination of removal proceedings

Secretary of Homeland Security must report each sensitive location enforcement action within 30 days to the Inspector General and Office for Civil Rights, including date, location, justification, and number of arrests

ICE Director and CBP Commissioner required to submit annual reports to Congress detailing all enforcement actions at sensitive locations, with Inspector General submitting separate annual report on complaints received
