Exempts children of Filipino World War II veterans from annual numerical limits on immigrant visas, allowing them to immigrate outside the usual quota system

Applies to children eligible for family preference visas under paragraphs (1) or (3) of section 203(a) of the Immigration and Nationality Act (unmarried adult children and married children of U.S. citizens)

Covers children whose parent was naturalized under section 405 of the Immigration Act of 1990, which provided a pathway to citizenship for Filipino WWII veterans

Also applies to children of veterans naturalized under the Second War Powers Act of 1942 (Title III of the Act of October 14, 1940)

Amends Section 201(b)(1) of the Immigration and Nationality Act (8 U.S.C. 1151) by adding a new category (F) for these exempt aliens
