Conveys approximately 3,800 acres of federal land to local governments in Washoe County, Nevada (cities of Reno, Sparks, Washoe County, and school district) for public purposes including parks, schools, roadway expansion, cemeteries, and recreational shooting facilities at no cost

Transfers approximately 20,800 acres of federal land to be held in trust for three Native American tribes: Pyramid Lake Paiute Tribe (11,373 acres), Reno-Sparks Indian Colony (8,479 acres), and Washoe Tribe of Nevada and California (1,097 acres), with gaming prohibited on all transferred lands

Designates approximately 223,000 acres of new wilderness areas in five areas including Sheldon National Wildlife Refuge Wilderness, Bitner Table, Wrangler Canyon, Burro Mountain, and Granite-Banjo Wilderness

Establishes five National Conservation Areas totaling approximately 632,000 acres to protect dark sky resources, cultural, natural, and recreational values, including Massacre Rim Dark Sky NCA and Smoke Creek NCA

Authorizes sale of federal land for economic development with proceeds distributed 5% to Nevada education, 10% to local governments for Truckee River conservation, and 85% to a special account for land acquisition, wildfire prevention, and capital improvements in the county
