FERC must initiate a rulemaking within 90 days to reform interconnection queue procedures, enabling dispatchable power projects that improve grid reliability to connect more quickly and cost-effectively

Transmission providers would be authorized to submit proposals to FERC to prioritize new dispatchable power projects by moving them to higher positions in the interconnection queue

Proposals must demonstrate the need for prioritization, explain how projects will improve grid reliability or resilience, and include public comment and stakeholder engagement before submission

FERC must review and approve or deny prioritization proposals within 60 days of submission, with final regulations due within 180 days of enactment

The Commission must review and update the regulations at least every 5 years to address evolving grid reliability and resilience challenges
