Establishes a "Ski Area Fee Retention Account" in the Treasury to hold ski area permit rental charges collected by the Forest Service on National Forest System lands

Requires 80% of collected fees to be spent at the National Forest unit where collected (75% for ski area program administration, 25% for recreation facilities), with the remaining 20% available for agency-wide use

Allows the Secretary to reduce the local retention percentage to 60% if funds exceed the covered unit's reasonable needs, with excess redistributed to other National Forest units

Authorizes expenditures for ski area permit processing, staff training, visitor services, wildfire planning near recreation sites, facility maintenance, habitat restoration, law enforcement, avalanche education, and search and rescue activities

Prohibits use of account funds for wildfire suppression or land acquisition, and takes effect 60 days after enactment
