Establishes a minimum Medicaid Disproportionate Share Hospital (DSH) allotment of $20,000,000 per state for fiscal years 2025 through 2029

Beginning in fiscal year 2030 and each year thereafter, the minimum DSH allotment will be adjusted annually for inflation

The minimum allotment applies regardless of existing DSH allocation tables or required reductions under current law

Amends Section 1923(f)(6) of the Social Security Act (42 U.S.C. 1396r-4(f)(6)) to add the new minimum allotment provisions
