Establishes a federal grant program to combat smuggling and trafficking of children and young women, administered by the Attorney General and Secretary of Health and Human Services in consultation with the Secretary of State

Authorizes grants to states, Indian tribes, local governments, and nonprofit victims' service organizations

Targets prevention of smuggling and support services for children and young women ages 12-24 who have been smuggled into the U.S. or are victims or at risk of sex trafficking

Authorizes $50,000,000 in appropriations to the Attorney General for the grant program, with funds remaining available until expended

Amends Section 107 of the Trafficking Victims Protection Act of 2000 and clarifies that nothing in the subsection creates a private cause of action against the United States or its officers
