Imposes mandatory sanctions on foreign persons who provide financial, material, or technological support to Cuba's defense, security, or intelligence sectors, including property blocking and visa ineligibility

Requires sanctions on Cuban government officials involved in human rights abuses or corruption, including Communist Party members, Council of State/Ministers members, and Revolutionary Armed Forces personnel, plus their spouses and children

Exempts agricultural commodities, medicines, medical devices, family remittances (except to high-level Communist Party members), Guantanamo Bay operations, and democracy-building assistance from sanctions

Directs the President to provide unrestricted internet service to Cuban citizens not censored by the Cuban government or backed by China, with an interagency task force to develop long-term solutions within 180 days

Terminates sanctions only after Presidential certification and Congressional approval that Cuba has legalized political activity, released political prisoners, dissolved state security apparatus, committed to free elections within 18 months, and returned or compensated U.S. citizens for confiscated property
