Imposes mandatory sanctions on Chinese provincial, municipal, and jurisdictional police departments and law enforcement institutions, including specifically the Xinjiang Uyghur Autonomous Region and Fujian provincial police departments

Targets individuals directly associated with establishing or maintaining Chinese police presence in the U.S., those acting under direction of Chinese Public Security Bureaus, and those working with the United Front Work Department to covertly monitor or intimidate U.S. residents

Authorizes blocking of all property and financial transactions in the U.S. for sanctioned foreign persons under the International Emergency Economic Powers Act

Makes sanctioned individuals and their immediate family members inadmissible to the U.S., ineligible for visas, and subject to immediate revocation of existing visas or entry documentation

Allows the President to waive sanctions only on a case-by-case basis for periods not exceeding 30 days, with certification to Congress 15 days in advance that the waiver is vital to national security
