Establishes a Senate-confirmed Director of Foreign Assistance position within the Department of State, reporting to the Deputy Secretary of State for Management and Resources

Director responsibilities include strategically aligning foreign assistance with foreign policy goals, coordinating with USAID and other agencies (Millennium Challenge Corporation, DFC, Treasury, Peace Corps), and overseeing budget formulation and program evaluation

Limits acting directors to 90 days maximum without Senate confirmation; prohibits the Director from holding other government positions simultaneously

Requires all appropriated funds for State Department, USAID, or under the Director's authority to be made available for obligation within 90 days of appropriations enactment

Affirms USAID's status as an "independent establishment" outside the State Department under existing law (22 U.S.C. 6563)
