Criminalizes knowingly distributing intimate visual depictions without consent when the distributor knew or should have known the depicted individual had a reasonable expectation of privacy, with penalties of up to 2 years imprisonment

Creates a separate offense for distributing visual depictions of nude minors with intent to abuse, humiliate, harass, or degrade, punishable by up to 3 years imprisonment

Applies to distribution via mail or any means of interstate or foreign commerce, and establishes extraterritorial jurisdiction when the defendant or victim is a U.S. citizen or permanent resident

Exempts law enforcement activities, legitimate medical/scientific/educational purposes, legal proceedings, and communications service providers unless they intentionally solicit or knowingly distribute the content

Authorizes criminal forfeiture of materials and property derived from violations, and makes restitution available to victims under existing federal law
