Adults (18+) seeking U.S. admission with a minor must provide documents proving they are a relative or guardian, plus a witness who can testify to the relationship, OR submit to a DNA test administered by HHS

DNA testing is required only when DHS cannot verify the familial relationship through presented documentation; refusal to consent to DNA testing renders the adult inadmissible

Minors accompanying adults deemed inadmissible will be classified as unaccompanied alien children under the Homeland Security Act

Creates new federal crime of "recycling of minors" — using a child who is not your relative or ward to enter the U.S. — punishable by up to 10 years imprisonment and/or fines

"Relative" is defined as consanguinity within the second degree (parents, grandparents, siblings, children, grandchildren)
