FTC must submit a report to Congress within 1 year studying pharmacy benefit managers (PBMs) and their practices, including whether they charge payers more than they reimburse pharmacies, steer patients to pharmacies they own, or use proprietary data from competing pharmacies for competitive advantage

FTC must provide an interim report within 180 days with preliminary findings on pharmaceutical supply chain competition and intermediary practices

Report must identify legal or regulatory obstacles the FTC faces in enforcing antitrust and consumer protection laws against PBMs and pharmacy services administrative organizations

FTC must include policy recommendations to improve transparency, prevent anticompetitive behavior, and ensure consumers benefit from cost savings resulting from mergers and consolidations in the pharmaceutical supply chain

Separate report required on complaints received about anticompetitive conduct by sole-source drug manufacturers and the FTC's enforcement capabilities against such manufacturers
