Amends the Office of National Drug Control Policy Reauthorization Act of 1998 to require development of a Caribbean Border Counternarcotics Strategy to prevent illegal drug trafficking through the Caribbean region into the United States

Strategy must address drug trafficking through ports of entry, between ports of entry, and across air and maritime approaches while promoting legitimate trade and travel

Requires specific provisions for Puerto Rico and the U.S. Virgin Islands, including measures to reduce drug-related violent crime on those islands

Expands the definition of "supply reduction" activities to include mapping, tracking, dismantling, and disrupting financial networks of drug trafficking organizations, transnational criminal organizations, and money laundering organizations

Mandates identification of resources needed by National Drug Control Program agencies and recommendations for additional assistance or authorities for federal, state, and local law enforcement
