Creates an emerging technology cooperation program covering artificial intelligence, cybersecurity, robotics, quantum computing, and automation, with $50 million authorized annually for fiscal years 2026-2030

Requires the Secretary of Defense to establish a Defense Innovation Unit office in Israel within 180 days and engage Israel on potential inclusion in the U.S. national technology and industrial base

Mandates an assessment of integrated air and missile defense in the U.S. Central Command region, including lessons learned from Iran's April and October 2024 airstrikes against Israel
