Establishes the Office of Gun Violence Prevention within the Department of Justice's Office of Legal Policy, headed by a Director appointed by the Attorney General

Defines "gun violence" broadly to include homicide, violent crime, domestic violence, attempted suicide, suicide, and unintentional death or injury involving firearms

Requires the Director to coordinate gun violence prevention efforts across DOJ divisions including ATF, FBI, Office on Violence Against Women, and Office of Victims of Crime, and to oversee the national instant criminal background check system

Creates an Advisory Council meeting at least quarterly, chaired by the Director, with membership including senior DOJ officials plus at least 12 additional members representing survivors, medical professionals, teachers, veterans, and community violence intervention providers

Mandates annual reports to Congress on gun violence statistics, policy recommendations, and office activities, with authorization for such sums as necessary to fund operations
