Amends title 36 of the United States Code to revise the federal charter for the Foundation of the Federal Bar Association, shifting membership eligibility, member rights, and governing body structure to be determined by the organization's bylaws

Prohibits the corporation from issuing stock, paying dividends, engaging in political activities, attempting to influence legislation, or making loans to directors, officers, members, or employees

Allows payment of reasonable compensation and expense reimbursements to officers, directors, and members when approved by the board, and permits grants to Federal Bar Association chapters

Changes the principal office location from the District of Columbia to any U.S. location determined by the board of directors and specified in the bylaws

Requires remaining assets upon dissolution to be distributed as provided by the board of directors in compliance with the charter and bylaws
