Modifies Child Tax Credit and Earned Income Tax Credit to require Social Security numbers for all claimants, adds citizenship/lawful presence requirements, and permanently sets the credit at $2,000 per child with income thresholds of $400,000 for joint filers

Prohibits FEMA from funding migrant sheltering programs including the Shelter and Services Program, and bars assistance to individuals with parole, asylum, TPS, DACA, or withholding of removal status

Reduces ESEA education funding by 50% for sanctuary jurisdictions that obstruct federal immigration enforcement, limits federal financial aid to U.S. citizens, nationals, and permanent residents, and removes Haitian entrants from refugee resettlement assistance programs
