Authorizes the Indian Health Service to expend funds for public health veterinary services to Indian Tribes and Tribal organizations for preventing and controlling zoonotic diseases, including spaying/neutering, vaccination, surveillance, and epidemiology

Permits deployment of veterinary public health officers from the Commissioned Corps of the Public Health Service to Indian Health Service areas where zoonotic disease risk is endemic

Requires biennial reports to Congress on funding use, officer deployment, zoonotic disease surveillance data, and services provided under the program

Directs the Secretary of Agriculture to conduct a feasibility study within 1 year on delivering oral rabies vaccines to wildlife in Arctic regions affecting Tribal members

Adds the Director of the Indian Health Service to the One Health Framework coordination requirements under the PREVENT Pandemics Act
