Establishes advance payment rates of 75% for replacements and 50% for repairs or restorations before agricultural producers carry out the work

Extends the timeframe for expending advance funds from 60 days to 180 days before requiring return of unused funds

Expands wildfire eligibility to include wildfires not caused naturally (if damage spreads due to natural causes) and wildfires caused by the Federal Government

Creates new advance payment provisions for the Emergency Forest Restoration Program, allowing nonindustrial private forest landowners to receive up to 75% of emergency measure costs upfront with a 180-day expenditure window
