Authorizes payment of $137,500,000 from the U.S. Treasury to the Quapaw Nation and individual tribal members named in the federal court case Bear, et al. v. United States (No. 13-51X), following the January 2020 recommendation of the U.S. Court of Federal Claims Review Panel.

Establishes the "Quapaw Bear Settlement Trust Account" within the Department of the Interior's Bureau of Trust Funds Administration to hold and administer the settlement funds.

Requires claimants to submit allocation disputes to third-party mediation within 45 days of enactment, with mediation proceedings kept confidential and non-binding without written consent.

Authorizes the Secretary of the Interior to determine a final distribution plan through a formal hearing process if claimants cannot reach agreement within 18 months, with the Secretary's decision issued within 60 days after the hearing.

Permits the Secretary to utilize the Federal Mediation and Conciliation Service for technical support while retaining responsibility for approving and implementing any final distribution plan.
