Amends the Indian Health Care Improvement Act to allow Indian Health Service scholarship and loan repayment recipients to fulfill service obligations through half-time clinical practice instead of only full-time practice

Half-time service option requires doubling the obligated service period (e.g., 4 years half-time instead of 2 years full-time) to maintain equivalent total service

Creates alternative half-time option with 2-year service period but loan repayment reduced to 50% of full-time amount

Eligible service locations include IHS facilities, tribal programs under the Indian Self-Determination Act, Title V-assisted programs, and private practices in health professional shortage areas serving substantial numbers of Indians

Establishes breach of contract procedures that convert half-time service to full-time equivalents when calculating damages for failure to complete obligations
