Increases federal funding authorization for the Navajo-Gallup Water Supply Project from $870 million to $2.175 billion and extends the construction deadline from 2024 to 2029

Establishes three settlement trust funds: the Navajo Nation Water Resources Development Trust Fund, Navajo Nation Operations, Maintenance, and Replacement Trust Fund ($250 million), and Jicarilla Apache Nation Operations, Maintenance, and Replacement Trust Fund (up to $10 million)

Allows the Navajo Nation to expand the Project Service Area to deliver water to additional communities in the Rio San Jose Basin (New Mexico), Lupton (Arizona), and up to 2,000 acre-feet per year to communities in Utah

Directs the Secretary to take specified parcels of land into trust for the Navajo Nation, including land underlying the former San Juan Generating Station water facilities and Bureau of Land Management parcels for water treatment infrastructure

Establishes a Deferred Construction Fund allowing the Navajo Nation and Secretary to defer construction of certain project facilities while depositing allocated funds for future use on original or alternate facilities consistent with project purposes
