Allows individuals with a valid state-issued concealed carry license or permit to carry a concealed handgun in any other state that issues such permits or does not prohibit concealed carry by residents

Requires carriers to possess a government-issued photo ID and valid concealed carry license/permit from their home state, and prohibits those barred under federal law from firearm possession

Excludes machineguns and destructive devices from reciprocity protections; only applies to handguns transported in interstate or foreign commerce

Subjects out-of-state carriers to the same conditions and limitations that apply to licensed residents of the state they are visiting, except for eligibility requirements

Takes effect 90 days after enactment and includes a severability clause to preserve remaining provisions if any part is ruled unconstitutional
