Establishes the Office of the Inspector General for Ukraine to conduct audits and investigations of all U.S. military and nonmilitary assistance to Ukraine appropriated since January 1, 2022

Inspector General appointed by the President with Senate confirmation within 30 days of enactment, reporting to both the Secretary of State and Secretary of Defense with independence to conduct investigations

Requires quarterly reports to Congress detailing all obligations, expenditures, contracts, and security assistance tracking, including comparisons of U.S. support versus other NATO countries' contributions to Ukraine

Authorizes $70 million for fiscal year 2025, offset by reducing the Economic Support Fund for Ukraine by the same amount under the Ukraine Security Supplemental Appropriations Act, 2024

Office terminates 5 years after enactment, with a final forensic audit report required before termination
