Requires the President to designate qualifying airports near U.S. borders as official ports of entry under existing customs authority (19 U.S.C. 2)

Eliminates user fee requirements under the Trade and Tariff Act of 1984 for these designated airports, reducing costs for international operations

Qualifying airports must be primary airports located within 30 miles of the northern or southern international land border

Airports must have a formal legal association (contract or ordinance) with a land border crossing or seaport within 30 miles

Through that association, airports must meet CBP's numerical criteria for establishing ports of entry as outlined in Treasury Decision 82–37 and subsequent revisions
