Prohibits federal funds from being obligated or expended for the Montreal Protocol on Substances that Deplete the Ozone Layer until the President certifies that China has been removed from the Protocol's list of developing countries under Decision I/12E.

Prohibits federal funds for the United Nations Framework Convention on Climate Change (UNFCCC), its protocols, agreements, and related funds until the President certifies that China has been added to Annex I of the Convention, which lists developed/industrialized nations.

Introduced February 20, 2025 by Senator Barrasso with 7 Republican cosponsors and referred to the Senate Committee on Foreign Relations.

Requires presidential certification to the Senate and House Foreign Relations and Appropriations committees before funding prohibitions can be lifted.
