Expands the Medicare Health Professional Shortage Area (HPSA) bonus program to include mental health and substance use disorder services provided in designated mental health professional shortage areas

Increases the bonus payment from 10% to 15% of the Medicare payment amount for specified mental health and substance use disorder services

Extends eligibility for the bonus to non-physician practitioners including physician assistants, nurse practitioners, clinical nurse specialists, clinical social workers, clinical psychologists, marriage and family therapists, and mental health counselors

Applies to services furnished on or after January 1, 2024, for diagnosis, evaluation, or treatment of mental health disorders or substance use disorders

Payments would be made from the Federal Supplementary Medical Insurance Trust Fund on a monthly or quarterly basis
